Question

What is the reasoning behind the rule that you cannot eat non kosher for passover foods after ten a.m. the day of the first seder?

Answer

On the eve of Passover, the Pascal lamb offering was done in the Holy Temple, and the rule was that all chametz had to be disposed of prior to then. That remains the rule today, even without the lamb offering.

With blessings from Jerusalem,
